The Global LGBTI+ Commission has released it’s second consultation paper. A Brave New World: Multilateral Institutions and LGBTI+ Rights in Crisis, the report reveals how the UN bodies, development banks, and regional organisations that once advanced equality are being systematically captured, defunded, and delegitimised by coordinated anti-rights movements.

The analysis, produced in support of the Global LGBTI+ Rights Commission, tracks an unprecedented transformation across three interconnected dimensions:

  1. Government Withdrawal: Major state actors abandoning LGBTI+ commitments within multilateral bodies, characterised by reduced diplomatic support and catastrophic funding cuts.
  2. Institutional Weaponisation: Strategic deployment of anti-rights rhetoric within global forums, with institutions portrayed as threats to national sovereignty and cultural values.
  3. Systemic Transformation: Fundamental restructuring of institutional priorities and operational frameworks, creating uncertainty about the future role of multilateralism in protecting LGBTI+ rights.

The report forms the foundation of the second international consultation process taking place through the Global LGBTI+ Rights Commission. Feedback from activists, civil society organisations, academics, and those with lived experience will inform the development of future advocacy strategies and a final report offering a strategic global roadmap.
