Manufacturing Threat: How Trans Identities Have Been Politically Weaponised Throughout History

Across the world, transgender people are increasingly being placed at the centre of political, legal, and cultural conflict. Debates framed around safety, morality, and social stability are reshaping public discourse often obscuring the underlying discursive forces and political actions at work.

The third working paper of the Global LGBTI+ Rights Commission, explores a critical and urgent phenomenon: trans-weaponisation. Rather than viewing backlash against trans communities as isolated or reactive, this report demonstrates how trans identities have been used as strategic tools throughout history to reinforce power, manage social anxieties, and shape political agendas.

We do this by tracing the historical evolution of trans-weaponisation, revealing how narratives around gender diversity have been constructed, contested, and repurposed across time. Drawing on historical analysis, critical theory, and discourse analysis, this report concludes that:

• Trans identities have repeatedly been positioned as symbols of broader societal fears
• Moments of backlash are not isolated are but part of longer political cycles
• Modern anti-trans narratives build on deeply rooted historical patterns

Today’s attacks on trans rights are not happening in a vacuum. They are part of a wider global trend where identity is used to:

• Consolidate political power
• Distract from structural crises
• Redefine the boundaries of rights and belonging

Understanding these patterns is essential not only to respond to current threats, but to anticipate what comes next.

This report provides the tools to do exactly that.

This report is underpinned by a global consultation inviting activists, civil society organisations, academics, international institutions, and those with lived experience of LGBTI+ rights rollbacks to contribute evidence and insights.
